A noise impact assessment is often required with a planning application for a new development which generates a significant amount of noise, especially when nearby to residential dwellings or other noise-sensitive properties. Baseline Noise Surveys

Noise Predictions
We use complex 3D noise modelling software on all of our projects to accurately predict noise emissions from both new and existing noise sources. This is done to a high degree of accuracy and allows us to predict noise emissions at any point, from any source. Clear, visual, and much easier to interpret than a spreadsheet calculation, this gives our reports a solid foundation.

Our noise impact assessment reports leave no stone unturned. But don't worry, they are also structured in a way which is easy to follow. Our noise survey reports tell a clear story which instills confidence with the Environmental Healh Officer (EHO), and is clear to the client about the next steps. they need to take.
Do I need a Noise Impact Assessment?
The most frequent reason for needing a noise impact assessment is for planning permission. These are requested by local authorities to establish the noise impacts on or of a development.
A noise impact assessment is commonly required when developing a noise sensitive development such as residential house, apartment or hotel, an educational facility like a school or university, or a healthcare facility.
If the site is near to a transport noise source like a busy road, railway, or airport, or perhaps an entertainment venue or bar, or even an industrial facility or a quarry… then it is likely the Local Planning Authority will request a BS8233, TAN 11, PAN 1/2011 noise impact assessment (or a ProPG noise assessment) to be undertaken. The aim of this is to ensure that reasonable internal and external amenity noise levels can be achieved at the new development to allow the occupants to live, learn, or work without undue disturbance from noise.
On the other hand, many developments generate noise themselves. If a development (no matter how big or small) has external plant such as air conditioning units, chillers, generators, or extraction fans, then this noise could have an impact on nearby properties. Therefore in these cases, the Local Planning Authority are likely to ask for a BS4142 noise survey, to minimise this potential adverse noise impact.
Lastly, in some cases a development may need to consider the temporary noise impact it generates from construction noise, in accordance with BS5228, as part of an S61 application.
Baseline Noise Surveys
Noise surveys can be required for nearly all types of development as part of planning application. We can conduct short term attended noise surveys or long-term unattended noise monitoring. Residential Noise Impact Assessments
To gain planning permission for a residential development the applicant is typically required to submit a noise assessment which considers the impact of noise on the health and amenities of the future occupants of the dwellings. This is based upon local planning policy and government guidelines including the National Planning Policy Framework (NPPF), BS8233, the ProPG, and the AVO guide.
Industrial Noise Impact Assessments
Noise pollution from mechanical plant and equipment requires a noise impact assessment to consider the impact on local residents, in accordance with BS4142:2014. We conduct assessments for small scale machinery, up to large industrial developments such as factories, depots, waste from energy plants, recycling centres, and power stations.
Retail and Restaurants Noise Assessments
Many high street premises require a noise assessment, particularly with flats above. Kitchen extract fans, air conditioning units, and chillers, can all generate significant levels of noise. Clubs, Pubs and Bars Noise Assessments
Often hit with stringent planning conditions for noise and complaints from neighbours, clubs and pubs require a detailed noise management plan to get through planning. Recent changes to the NPPF have introduced the ‘agent for change’ principle, protecting existing venues from new developments imposing unfair restrictions.
Public Events Noise Assessments
Music festivals, concerts, wedding venues, sporting stadia, outdoor activities like zip lines… these all generate noise, and that noise needs to be assessed. We have a good track record of helping out clients put on both permanent and temporary events.
Noise Impact Assessment Guidelines
BS8233:2014 ‘Guidance on Sound Insulation and Noise Reduction for Buildings’
This is the most commonly referenced guideline in local planning policy and planning conditions. The guidelines suggests appropriate criteria and limits for different situations. This includes internal and external noise criteria for residential developments.
The Professional Practice Guidance on Planning and Noise (ProPG)
The ProPG, published in 2017, is a design guide for new residential development that are exposed predominantly to airborne noise from transport sources. It is considered to be the most relevant and up to date design standard for assessing the noise impact on new residential developments.
WHO ‘Guidelines for Community Noise’
Also commonly referenced within local planning policy, the Guidelines for Community Noise sets out guidance as to noise levels at which there will be an unacceptable impact on residential dwellings. This guidance considers many different types of noise sources., including those associated with schools.
BS4142:2014 ‘Methods for rating and assessing industrial and commercial sound’
If an development has a mechanical ventilation system, then a BS4142 noise assessment will be needed 99% of the time. It is intended to be used to assess the potential adverse impact of sound of an industrial and/or commercial nature, at nearby noise-sensitive receptor (NSR) locations within the context of the existing sound environment.
